USA: The Freight Rail Coupler Coalition of wagon coupling manufacturers has filed petitions with the Department of Commerce and the International Trade Commission alleging that state-supported Chinese manufacturers are engaging in price dumping, distorting the US market.
The coalition is seeking the introduction of duties to offset the price dumping and government subsidies. If a formal investigation is launched, this could take around a year to report, but duties could be imposed from the time of any preliminary determination.
‘The Chinese industry’s use of unfair pricing is hurting American companies and workers, as well as the communities in which they operate’, said Daniel B Pickard, a partner in the International Trade Practice at law firm Wiley Rein and lead counsel for the coalition.
Filing the petitions on September 29 was ‘the first step in combating these unfair trade practices and ensuring that American producers are able to compete on a level playing field’, he added. ‘Foreign countries and producers that do not abide by international trade rules must be held accountable.’
