Promulgated on June 28 2018, the French railway reform enshrines in law the opening of the passenger rail market to competition. Since December 2019, the French regions can allocate franchises for the operation of regional trains by tender. From 2023, this will become a legal requirement. In turn, the high speed network will be opened to competition under open access rules from December 2023.
The Hauts-de-France region has positioned itself as a pioneer of market opening in France, having been among the first regionals authorities to confirm that it would open its local passenger rail network to competition. On May 06 2019, the region issued a Prior Information Notice in OJEU (numbers 2019/S 090-217357, 2019/S 141-348575, 2020/S 031-073592). It is now formally launching a call for tenders for three operating concessions.
The first concession concerns Amiens node services which includes lines from Amiens towards Abancourt, Rouen, Abbeville, Albert, Saint-Quentin, Laon, Compiègne, and Creil and lines from Creil to Beauvais, from Beauvais to Le Tréport and from Laon to Hirson. These lines cover a 3 400 000 train/kilometer estimated traffic volume. The concessionaire should particularly ensure passengers transport, services delivery related to transport (marketing, animation, security, fraud prevention…) and also assets management and maintenance essential to operate the service. An option related to the management and the exploitation of Abbeville line towards le Tréport is expected.
The service exploitation will start by mid-December 2023. The contract is concluded for an exploitation period of 9 years.
The second concession concerns Saint-Pol-sur-Ternoise node services. This node includes lines from Saint-Pol-sur-Ternoise towards Étaples, Béthune, Lille and Arras. These lines cover a 700 000 train/kilometer estimated traffic volume. The concessionaire should particularly ensure passengers transport, services delivery related to transport (marketing, animation, security, fraud prevention…) and also assets management and maintenance essential to operate the service. Three options are expected, one of which is related to the construction of a maintenance workshop.
The service exploitation will start by mid-July 2024. The contract is concluded for an exploitation period of 9 years.
The third concession concerns Beauvais – Paris line which includes the main commercial line Beauvais – Paris-Nord. This line cover a 900 000 train/kilometer estimated traffic volume. The concessionaire should particularly ensure passengers transport, services delivery related to transport (marketing, animation, security, fraud prevention…) and also assets management and maintenance essential to operate the service. An option related to the construction of a maintenance workshop is expected.
The service exploitation will start by mid-July 2024. The contract is concluded for an exploitation period of 9 years.

Prospective operators have until October 21th 2020, 12 am for Amiens node services and Beauvais – Paris line and November 23th 2020, 12 am for Saint-Pol-sur-Ternoise node services to respond to each consultation indicating their desire to participate in the tendering process.
