UK: The Office of Rail & Road has accepted a set of commitments by the Railway Assessment Centre Forum which are designed to reduce restrictions on entry to the market for the psychometric testing of train drivers.
ORR opened an investigation into RACF membership in March 2021 after becoming concerned that certain aspects of its rules were restricting competition.
The commitments include transparent membership rules, an application process that does not require applicants to provide commercially sensitive information unnecessarily, set processes for the appointment of mentors, and an appeal process for rejected applicants.
‘Our intervention sends a clear signal to other trade associations within the sector to ensure that their rules are compliant with competition law’, said Grahame Horgan, Head of Competition at ORR, on April 4.
