UK: The Scottish government’s High-Level Output Specification and Statement of Funds Available for Control Period 7 was submitted to the Office of Rail & Road on January 27.
Initial publication of the HLOS and SoFA for the period from April 1 2024 to March 31 2029 had been planned for November 30 2022, but Transport Scotland told Rail Business UK that submission to ORR was delayed because it had to wait for the publication of the UK government’s HLOS and SoFA covering England & Wales. This occurred on December 1 2022.

Meirion Thomas, Chair of Railway Industry Association Scotland, said ‘rail is the backbone of the zero-carbon economy, and we must continue to upgrade and maintain existing infrastructure to ensure it serves people and communities across Scotland. We therefore ask that the High-Level Output Specification will be ambitious and, for our part, rail suppliers will work closely with Scotland’s Railway to be more innovative about how we deliver, ultimately to ensure the best value for money possible to the taxpayer.’
