NETHERLANDS: Freight operator HSL Logistik suspended all operations on April 12 after the Human Environment & Transport Inspectorate revoked its safety certification.
ILT’s decision to revoke HSL Logistik’s certification followed close monitoring of the operator after a series of incidents, including three signals passed at danger during the last six months, a failure to apply a mandatory brake test and insufficient route knowledge by a train driver. ILT said the operator’s safety management systems were incomplete and did not comply with legal requirements, and were not applied in practice.
ILT said the withdrawn of an operator’s certification was a serious measure which it had not previously carried out. Once HSL Logistik has improved its procedures, it can apply for a new safety certificate.
HSL Logistik has operated in the Netherlands since 2008. The company told Railway Gazette International it had no comment to make.
