DRE was set up by the German Rail Users’ Association (Deutscher Bahnkunden-Verband eV, then known as Pro Bahn) in 1992 to work with rail users (local authorities, freight users) to study the viability of local railways, undertake negotiations with DB Netz, operate trains, provide ancilliary services and maintain rail infrastructure.
